Post-release fixes:

- Add `license = "Apache-2.0"` to `pyproject.toml` (required by PyPI Warehouse)
- Add `[project.optional-dependencies] test` group so `pip install ".[test]"` works in the release validation CI job
- Fix PyPI publish workflow: switch to `pypa/gh-action-pypi-publish` for reliable API token authentication
